Dear friends,
I have Toad for Oracle 9.0 installed on XP professional and have Oracle 10.2.0.3.0. I have Russian characters in my DB and I need to view the same in Toad data grid. but how can I enable the same? Please suggest me the navigation path also to achieve the same.

Try the brower based iSQLplus or maybe Oracle XE interface. Browsers were designed with lots of characterset support. In my experience, iSQLplus doesn't show all my UTF-8 encoded Uincode characters, but does a pretty good job.
Also - before blaming the browser for not handling all your characters, you need to be very careful to ensure you have a compatible characterset set in your "client" app. and that the characters are stored correctly in the DB (select dump(mycol, 1010), dump(mycol, 1016) from...)

BTW - the reason SQL Developer displays UTF-8 is probably because it's Java based rather than by some specific effort by the dev team <<pure speculation of course>>. Java was designed with comprehensive characterset support in mind.
